I would have to go with either Sam Raimi (Evil Dead), John Carpenter (Halloween, The Thing), George Romero (Night/Day/Dawn/Land Of the Dead), or Wes Craven (The Hills Have Eyes, Scream).
But there are so many others, it’s hard to say who is the best.
